Non-arranged participation will include those in the audience not listed on the agenda that wish to speak. At the Mayor’s discretion, members of the audience may be called on to speak at any time. VARIOUS UPDATES

Council will review (1) minutes of its most recent meeting(s) and (2) the upcoming meeting list. We will also hear various updates from staff, including the City Manager and the Mayor (note that corresponding written reports are included in the meeting packet). 

Updates that might be of interest:     

  • Development in the City

    • Fire Station Update. A revised final site plan has been submitted to address conditions of approval granted by the City Council on July 8, 2024. The revised plan is under review by staff, CWA, OHM/DPW, and DAFD. The next steps are zoning compliance and building permit approvals.

    • Dexter Crossing Commercial Outlot Update. The Planning Commission will conduct a public hearing on Sept 3rd, to consider a Site Plan and Special Land Use Application for Ziggi’s Coffee, a free-standing, drive thru coffee establishment, located on Outlot #1 of the Dexter Crossing Shopping Plaza (7061 Dexter-Ann Arbor Road). The subject site is zoned Dexter Crossing Planned Unit Development (PUD). Drive- thru restaurants are a special land use, according to the Development Agreement for the Dexter Crossing PUD.

    • Mill Creek Flats. The applicant has requested preliminary PUD site plan approval extension. The Planning Commission will consider the request at its Sept 3rd meeting.

    • The Pelham. The applicant has submitted a revised final site plan to address conditions of approval granted by the City Council on May 13, 2024. The revised plan is under review by staff, CWA, OHM/DPW, and DAFD. The next steps are finalization and execution of the PUD Agreement, review and approval of the Condominium Documents, and permit approvals from WCRC, AMTRAK, MDOT and EGLE, prior to review and issuance of zoning compliance and building permits.

    • 7001 Dexter-Ann Arbor Road (Kids Indoor Playzone) – The applicant has submitted a revised final site plan to address condition of approval granted by the City Council on April 22, 2024. The revised plan is under review by staff, CWA, OHM/DPW, and DAFD. The next steps zoning compliance and building permit approvals.

  • Public Safety

    • Dexter Area Fire Department Run Data. See beginning page 51 of the packet.

    • WCSO July Monthly Report. Noteworthy events include:

      • On July 3rd Deputies were dispatched to Bates Elementary for a Malicious Destruction of Property complaint. School officials advised that a playground slide had been destroyed from subjects lighting off fireworks the previous night. Deputies located the damaged playground equipment and noted a large hole blown out of the slide rendering it unusable. Deputies reviewed school surveillance video and noted several vehicles parked at the bus lot and multiple high school aged subjects lighting off fireworks near the playground equipment. No suspects have been identified at this time.

      • On July 24th Deputies were dispatched to the 3300 block of Broad Street for a Larceny from Auto complaint. The caller advised their unlocked vehicle was entered overnight and several credit cards were stolen. The victim contacted their credit card companies and learned that a credit card was used in the early morning hours at the Pilot gas station on Baker Road. Deputies reviewed surveillance video and observed a male and female in their thirties who utilized the stolen card. Deputies have been unable to identify the suspects at this time.

  • Upcoming Events

    • Economic Development. Staff, together with Ann Arbor SPARK, is planning a Business Networking Breakfast for Wednesday, September 18th, at 8:00 am. UIS is hosting the event at its facility, located at 2290 Bishop Cr E. The Save The Date announcement will be distributed to City Businesses next week. Council is encouraged to attend.

CONSENT AGENDA

Following the presentation and any discussion of these reports, Council will consider (i.e., take formal action on) the following items as part of the Consent Agenda. Unless Council votes to do otherwise, these items are voted on as a single bundle without Council discussion.               

  • Bills & Payroll in the amount of: $640,444.83

  • Purchase of Freightliner 5-Yard Dump Cab and Chassis from D&K Truck Company for an Amount not to Exceed $105,424

    • Included in the FY 2024-25 Motor Pool Fund budget is the replacement of the 2005 International 5-yard dump truck. Due to the lack of availability of the International brand trucks (12 to 18 months for the cab/chassis), the DPW is seeking to purchase a comparable Freightliner cab and chassis. The 2005 International (and proposed Freightliner replacement) is a heavy dump truck and is used in a variety of situations, including snow plowing; salting; moving salt, sand, rocks, and other construction material; and towing the leaf machine and hot box.

    • Per D & K Truck Company, the cab and chassis is anticipated to be complete by the spring of 2025, at which point it would be delivered to Truck and Trailer Specialties. At Truck and Trailer Specialties it will have an underbody plow, 5-yard dump and a salt spreader installed.

    • This purchase for the cab and chassis is budgeted in FY 2024-25, and the purchase will be made through the MiDeal program. The cost of a Freightliner cab and chassis is similar to the cost of an International brand.

  • Award of Build-Out of Freightliner 5-Yard Dump Truck Body to Truck and Trailer Specialties for an Amount not to Exceed $105,296

    • An item has been included on the August 26th agenda for the purchase of a Freightliner 5-yard dump truck cab and chassis. Once the cab and chassis is complete, it would be delivered to Truck and Trailer for the installation of an underbody plow, 5-yard dump body, and a salt spreader. The proposed amount ($105,296) includes accepting the tailgate spreader add option ($8,006) on page 4 of the proposal.

    • Due to the timing of the purchase, the build-out of the Freightliner at Truck and Trailer would not be complete until FY 2025-26, and the purchase is planned to be included in that fiscal year.

  • Purchase and Installation of V-Box Spreader to Truck and Trailer Specialties, Inc. for an Amount not to Exceed $9,386

    • This item is for the purchase of a v-box spreader for the DPW’s new GMC3500 dump truck. The v- box spreader will be used for salting roads and parking lots. Having a v-box on a pick-up truck is particularly useful for salting parking lots due to the pick-up truck’s flexibility when compared to the large 5-yard plow trucks.

    • This purchase and installation is proposed through Truck and Trailer Specialties, Inc. via the MiDeal program.

DISCUSSION AND/OR CONSIDERATION ITEMS

In addition to any items described under Consent Agenda (above), Council will consider (i.e., take formal action on; “C”) or discuss (i.e., take no formal action on; “D”) the following business:     

  • 2024-2029 Waste Management Contract Extension (C)

    • On June 24th, City Council approved a 60-day extension to allow WM and the City to address some contract language and finalize the proposed 5-year extension for City Council to consider.

    • Some changes and modifications in the new extension include:

      • 4% increase year-over-year increases

      • Transfer of commercial billing to WM versus the City acting as a middle man to reduce billing difficulties and simplify communication between customers and WM

      • Introduction of the Bagster Service to the Dexter service area

      • Inclusions of Exhibits B, C, and D to clarify and standardize what is acceptable as recycling, bulk items, and what constitutes an overage charge

      • Exemption of temporary collection of construction and demolition debris from exclusivity of contract (example: construction projects in the City are not required to use WM roll offs)

    • In the new extension, the following changes have been made to pre-existing items:

      • Moving the spring and fall clean-up days to the first Mondays of May and October to line up with pre-established monthly bulk pick-up days

      • Codifying the 7:00am start time for service

      • Residents with 32-gallon curb carts can maintain the use of them until they are damaged, at which time they will be replaced with a 64-gallon curb cart

      • Changes to what items are accepted via recycling services through WM

      • Changes to what items are accepted via bulk item collection through WM
