PUBLIC HEARING: Resolution Approving the Vacation of a Portion of the Alpine Street Public Road Right-of-Way, Block 1 of the Original Plat of the Village of Dexter
City Council is schedule to conduct a public hearing for the purpose of considering a partial vacation of Alpine Street. Alpine Street was plated as a 99-foot-wide right-of-way. The area proposed for vacation measures 33.25 feet x 183.60 feet x 38.07 feet x 198.54 feet. The proposed partial vacation will reduce Alpine Street to 66 feet wide, for that portion located between Main Street to the Farmers Market.
The redevelopment of 8140 Main Street for a new fire station prompts the need for the partial vacation. In order to meet front yard setback requirements, an area measuring 33.25 feet x 183.60 feet x 38.07 feet x 198.54 feet and described in the Certificate of Survey, must be vacated.

Council will review (1) minutes of its most recent meeting(s) and (2) the upcoming meeting list. We will also hear various updates from staff, including the City Manager and the Mayor (note that corresponding written reports are included in the meeting packet).

Development in the City
Public Safety Facilities Update. Construction on temporary fire facilities at City Hall is on- going. The work at City Hall is anticipated to be substantially complete by September 9, 2024, with DAFD relocation shortly thereafter. The temporary offices for Sheriff in the administrative wing of City Hall are ready for Sheriff relocation, which is anticipated to occur by the end of August. City Council is asked to approve an early release package proposal from Cunningham-Limp for demolition, site work, and retaining walls during its August 12, 2024 meeting.
3045 Broad Street Redevelopment Area Public Engagement Workshops.
On July 18, 2024 the considered a proposed scope of work from CIB Planning to facilitate additional 3045 Broad Street Redevelopment Area public engagement workshops. Following the June 11th workshop, both the DDA and City Council agreed that additional public input would be needed, in order to obtain consensus on a redevelopment concept.
The scope of work proposed the facilitation of (2) public meetings and creation of two (2) redevelopment design concepts. The first workshop would be primarily designed as listening session, but structured for maximum effectiveness. Attendees would review feedback received from a public engagement workshop held in December 2017 (attached), changes to the site and surrounding properties, and previous redevelopment concepts created in 2017/2018 (attached). The key to success will be listening, first, and acknowledging what is said, second, even if a comment does not make it into the final concept plan. The overall goal of the first workshop will be to 1) listen and hear what the public has to say about what’s important for the redevelopment of 3045 Broad Street, and 2) establish consensus on a preferred redevelopment alternative. Based upon consensus obtain during the first workshop, 2-D design layouts would be developed, and then presented at a second workshop. The goal of the second workshop will be to obtain feedback from the public and finalize a redevelopment concept plan.
CIB proposed a fee in an amount not to exceed $14,704. The DDA approved the proposal, but is postponed scheduling the workshops until it has an opportunity to understand possible economic benefits studies of parks, as part of its Strategic Plan Update.
Purchase of 8055 Forest St. for $400,000. At its July 18, 2024 meeting, the DDA went into closed session to discuss a potential property purchase, pursuant to MCL 15.268. Once back in open session, the Board voted unanimously to direct Member Penn, Mayor Keough, and Chairman Finn to negotiate a potential property purchase, as discussed in closed session. On July 26, 2024 the DDA’s offer to purchase the property at 8055 Forest for $400,000 was accepted. A closing date is scheduled for August 30, 2024.
Dexter Crossing Commercial Outlot Update. A Site Plan and Special Land Use Application was submitted for Ziggi’s Coffee, a free-standing, drive thru coffee establishment, located on Outlot #1 of the Dexter Crossing Shopping Plaza (7061 Dexter-Ann Arbor Road). The subject site is zoned Dexter Crossing Planned Unit Development (PUD). Drive- thru restaurants are a special land use, according to the Development Agreement for the Dexter Crossing PUD. The Planning Commission is scheduled to conduct a public hearing on September 3, 2024, to consider the application.
Elections
August Primary Election. The August Primary Election was be held on Tuesday, August 6, 2024. The day went smoothly and Dexter was the third municipality to deliver its election information to the County at the end of the night. The City’s turnout was 36.59% with a total of 1,358 voters. Of the 1,358 voters, 310 voted in-person on election day, 1007 voted absentee, and 41 voted early in-person. The Countywide voter turnout was 25.72%.
Roads
Request from WCRC for Project Participation. The Washtenaw County Road Commission has requested the City’s participation in the planned Dexter-Chelsea Roundabout and signalization project. As Council may be aware, the Washtenaw County Road Commission requested funds through the Congestion Mitigation and Air Quality (CMAQ) federal grant program for a proposed roundabout at Dexter-Chelsea Road. The project also included the conversion of the City’s road signals over to the County’s connected signal program. In reviewing the work for the signal upgrades along Main/Ann Arbor St. (Broad, Baker, Meadowview, and Dan Hoey), the County performed a required ADA compliance evaluation for the intersections and found that some aspects of the intersections would not meet pending ADA enhancement legislation. Specifically, the presence of level landings in locations with brickwork, and the placement and type of pedestrian signal push buttons. The County feels that this work is non-participating, and that the City should be responsible for making these upgrades. The engineering evaluation and design as proposed would be $60,000, with unknown capital costs that could be in the mid-six figure range. The City has not planned-for or budgeted for this work in the current or upcoming fiscal years.
Code Enforcement. Staff is working with the Washtenaw County Sheriff to obtain decibel readings in the industrial park between 10 pm and 7 am. Additionally, staff is working with Dykema on potential amendments to the City’s noise ordinance.
Georgia Frost Resignation. Staff has been informed that Georgia Frost will be resigning from her role as recording secretary and a member of the Arts, Culture & Heritage Committee as she pursues new opportunities in her move to Detroit. Staff wants to thank Georgia for her great work as our recording secretary for both City Council and Planning Commission and for her contributions to the Arts, Culture & Heritage Committee
Upcoming Events
(my update) Dexter Summer Festival. Formerly known as Dexter Daze, Dexter Summer Festival takes place Friday, August 9 and Saturday, August 10. See here for more details.
Paint Dexter. The Paint Dexter Plein Air Festival will be taking place Monday, August 12th through Saturday, August 17th. The art sale will take place Friday from 2:00pm to 9:00pm and Saturday from 10:00am to 8:00pm in Monument Park. Staff would also like to invite City Council members to attend the artist reception on Tuesday, August 13th at Chela’s on Dexter Ann Arbor Rd from 6:00pm to 8:00pm.
CONSENT AGENDA
Following the presentation and any discussion of these reports, Council will consider (i.e., take formal action on) the following items as part of the Consent Agenda. Unless Council votes to do otherwise, these items are voted on as a single bundle without Council discussion.

Reapprove the Rezoning Request for 2505 Baker Rd.
On July 8, 2024 the Dexter City Council approved a rezoning request, submitted by the Dexter Community Schools (DCS) to rezone property located at 2505 Baker Road (08-08-06-400-018), from PF Public Facility to VR-1 Residential District. The request was submitted by the Dexter Community Schools. According to the Zoning Enabling Act (PA 110 of 2006, as amended), a notice of adoption must be published in a local paper within 15 days of the action to approve. Unfortunately, due to an oversight, the notice was not published. Therefore, staff respectfully requests Council re-approve the rezoning request.
DISCUSSION AND/OR CONSIDERATION ITEMS
In addition to any items described under Consent Agenda (above), Council will consider (i.e., take formal action on; “C”) or discuss (i.e., take no formal action on; “D”) the following business:
Cunningham-Limp GMP Contract Change Order #2 for Public Safety Facilities in an Amount not to Exceed $2,839,072 (C)
City Council approved entering into a construction agreement with Cunningham-Limp on February 12, 2024. A GMP amendment for temporary facilities at City Hall (3515 Broad St) was approved on June 10, 2024 for $547,206. Work on the temporary facilities has been on-going since mid-July, and is anticipated to reach substantial completion on September 9, 2024. City Council also approved the application for combined preliminary and final site plan with conditions for 8140 Main St. on July 8, 2024.
An invitation to bid on an early release package was sent to prospective bidders and posted to BidNet/MITN on Jun 19, 2024. The early release package included the following scope of work:
a) Asbestos Abatement and Removal of Universal Waste inside the existing structure
b) Demolition of existing structure with backfill of foundations.
c) Design and construct Rammed Aggregate Piers to provide 3000 psf stabilize soils under the new fire station.
d) Mass grading, construction of building pad and water, sanitary and storm utilities.
e) Removal and / or flow fill of portion of the existing mill race on-stie.
f) Flow fill of reaming portion of the mill race south of the property line to a point 175 lineal foot from the face of the existing stations south foundation line.
g) Design and construct Modular site retaining walls.
h) Below grade portion of Passive vapor mitigation system
Based on the submitted bids, Cunningham-Limp prepared a GMP contract change order with a Contract Sum change of $2,839,072.
