Non-arranged participation will include those in the audience not listed on the agenda that wish to speak. At the Mayor’s discretion, members of the audience may be called on to speak at any time. Those addressing the Council will state their name, and address. This section is limited to 5-minutes per participant or 10-minutes for group representative.

VARIOUS UPDATES

Council will review (1) minutes of its most recent meeting(s) and (2) the upcoming meeting list. We will also hear various updates from staff, including the City Manager and the Mayor (note that corresponding written reports are included in the meeting packet). 

Updates that might be of interest:     

  • Development in the City

    • Public Safety Facilities Update. All permits for work at City Hall have been received from the Washtenaw County Building Department, and construction on the temporary fire and permanent Sheriff facilities at City Hall began on July 11th. A contractor for the Sheriff’s Office completed low-voltage wiring work on July 17th to assist with their temporary offices inside of the City’s administrative wing. Additional construction prep work continued the week of July 15th. Cunningham Limp has estimated 6 weeks of construction for the work at City Hall. The early release package for abatement, building demolition, and earthwork was released on June 19th. Bid responses were due back to Cunningham Limp on July 11, 2024. Staff anticipates a bid award recommendation from Cunningham-Limp in August.

    • 3045 Broad Street Project.

      • The 3045 Broad Street Project webpage will be updated throughout August, to reflect the DDA’s and City’s current and previous efforts to redevelop the property.

      • On July 18, 2024 the DDA is scheduled to consider a proposal from CIB Planning to facilitate additional 3045 Broad Street Redevelopment Area public engagement workshops. Following the June 11th workshop, both the DDA and City Council agreed that additional public input would be needed, in order to obtain consensus on a redevelopment concept.

  • Finance and Taxation

    • 2024 Tax Collection. The 2024 Summer tax bills have been mailed. If you know of someone who has not received theirs, please have them contact the office.

    • Fourth Quarter Fiscal Year 2023-2024 Report. See beginning page 13 of the packet.

  • Public Safety

    • Dexter Area Fire Department Run Data. See beginning page 51 of the packet.

    • WCSO June Monthly Report. Per the report, noteworthy events in Dexter City include:

      • On June 5th Deputies responded to the 3500 block of Ryan Drive for a Malicious Destruction of Property complaint. The victim advised Deputies that ‘port-a-john’ at a public park had been damaged. Deputies responded and found that fireworks had been detonated inside the unit causing burns through the side walls. At this time, there is no suspect information available.

      • On June 7th Deputies were again dispatched to the 3500 block of Ryan Drive to assist the fire department as the port-a-john unit was now fully engulfed in flames. Witnesses in the area reported seeing a group of juveniles near the unit but were unable to provide any identifiable information.

      • On June 10th Deputies responded to the 7000 block of Dexter-Ann Arbor Road for an Arson complaint. The caller indicated that an unknown subject had burned books in the rear of the building. Deputies responded and located several burned books with a name inscribed on the inside. Deputies reviewed video footage and observed a juvenile arrive on a bicycle and begin burning the books. Deputies were able to pull a photograph of the juvenile from the video surveillance and confirmed his identity via local school staff.

      • On June 11th, after comparing evidence in the above cases, Deputies interviewed the juvenile with his guardian present. The juvenile admitted to burning the books on June 10th but denied any involvement in the June 5th Malicious Destruction of Property or the June 7th Arson. Deputies are attempting to locate additional witnesses in the June 7th investigation, and charges have been submitted for the June 10th incident.

  • Elections

    • August Primary Election. The August Primary Election will be held on Tuesday, August 6, 2024. Polls will be open from 7:00am to 8:00pm. City Hall will be open for absentee voting on Saturday, August 3, 2024 from 9am – 5pm. Absentee ballots continue to be requested and mailed. A Public Accuracy Test has been scheduled for Friday, July 26th at 10:00am at City Hall.

    • Notice of Filing Deadline for the Election to be Held of Tuesday, November 5th, 2024 for the City of Dexter

      To the qualified electors of the City of Dexter, Washtenaw County, Michigan:

      In accordance with City Charter Section 4.10, notice is hereby given that the filing deadline for candidates to be included on the November 5, 2024 General Election Ballot is Tuesday, July 23, 2024 at 4:00pm. The following City offices will be included on the ballot:

      THREE (3) CITY COUNCIL MEMBERS The qualifications for these offices are as follows:

      1. (1)  A candidate must be a registered elector residing within the boundaries of the City of Dexter for a minimum of one year prior to the date of the Election; and

      2. (2)  Submit an Affidavit of Identity in duplicate and City/Township Nonpartisan Nominating Petition(s) bearing the signatures of a minimum of 15 (maximum of 30) qualified electors residing within the boundaries of the City of Dexter.

  • Upcoming Events

CONSENT AGENDA

Following the presentation and any discussion of these reports, Council will consider (i.e., take formal action on) the following items as part of the Consent Agenda. Unless Council votes to do otherwise, these items are voted on as a single bundle without Council discussion.               

  • Bills & Payroll in the amount of: $666,571.36

  • Appointment of Jenna Kuick as City Clerk

    • Per City Charter Section 7.05, the City Clerk position is appointed by the City Manager with the advice and consent of Council. City Manager Justin Breyer recommends that Jenna Kuick be appointed to the position of City Clerk. Her title will become City Clerk/Deputy Treasurer.

    • Per the Charter, as part of the City Clerk functions, Jenna will be responsible for elections; certifying and recording all ordinances and resolutions; administering oaths of office; and responding to FOIA requests. Deputy Treasurer duties will include serving as back-up and support for utility billing and accounts payable; assisting with the creation financial data and reports for the Finance Director; oversight of cash handling and cash handling procedures; payroll/benefits administration; preparing journal entries; and assisting with the creation of reports in preparation for the annual audit. Additional miscellaneous duties will include: assisting with the development of the quarterly newsletter; social media management; serving as a notary public; and assisting with updating the City website.

  • Road Closure Requests from the Dexter Chamber of Commerce for the Dexter Summer Festival from Wednesday, August 7, 2024 – Sunday, August 11, 2024.

DISCUSSION AND/OR CONSIDERATION ITEMS

In addition to any items described under Consent Agenda (above), Council will consider (i.e., take formal action on; “C”) or discuss (i.e., take no formal action on; “D”) the following business:     

  • Kentwood Place Preliminary Planned Unit Development Review (C)

    • The applicant is requesting a preliminary PUD review for the combined, 0.78-acre site located at 3165 Baker Road and 8020 Forest Street to construct five (5) duplex/townhome buildings containing sixteen (16) new residential units that will be scheduled in two (2) phases. Building A will be a multiple family building with five (5) units, including a single townhouse-style unit, two (2) stacked ranches, and two (2) micro-units. Building B will be a townhouse building with five units. Buildings C, D, and E will be duplex buildings. Except for the micro-units, the dwelling units will have garages, and/or driveway parking. The micro units do not have designated parking. The development will include site access from Baker Road and Forest Street, via one connected internal drive. The subject site is currently vacant, except for one single-family residential dwelling that is to be demolished. The site is surrounded by existing commercial and residential parcels.

  • Direction Regarding the Solid Waste Ordinance Container Set-Out Time and Waste Management Start Time (C)

    • (my words) For more details, see beginning page 141 of the packet. The gist is this: To date, residents have been told to have their trash ready for pick up by 7 a.m. on the day of pick up; however, Waste Management regularly arrives before 7 a.m. (noting that the contract currently states no earlier than 7 a.m.). Waste Management has noted that a start time of 6 a.m. would allow them to complete service within the City limits earlier and help their trucks avoid early morning congestion. How early would you like Waste Management to pick up trash/recycling? 6 a.m. or 7 a.m.?
